Harper announces extension of home retrofit program

Prime Minister Stephen Harper today announced that a re-elected Conservative Government would help more Canadian homeowners lower their home heating costs through energy efficiency by extending the ecoENERGY Home Retrofit Program for an additional year.

"The Home Retrofit Program helps Canadian homeowners lower their home heating costs and contribute to a healthier environment by investing in energy-saving upgrades to their homes," said Harper. "The program puts up to $5,000 back into the pockets of homeowners who retrofit their homes, saving them an average of $500 in energy costs."

Mr. Harper noted that helping Canadians lower their home heating costs by improving their energy efficiency is part of a Conservative low-tax approach to reducing emissions, along with targeted and common-sense regulation of industries by sector. In contrast, Mr. Ignatieff's high-tax agenda will mean higher prices for Canadian consumers and families, stall our economic recovery and kill jobs.

"Our approach will maintain Canada's economic advantage, protecting and creating jobs while achieving emissions reductions," said Mr. Harper. "Canadians have a clear choice. Mr. Ignatieff's high-tax agenda will raise prices across the board and stall our economic recovery. The Conservative low-tax approach to protecting the environment also protects Canadian jobs."

Mr. Harper noted that by opportunistically forcing an unnecessary election and opposing the Next Phase of Canada's Economic Action Plan, the Ignatieff-led Coalition chose to pursue their own political self-interest over the needs of Canadian families seeking to lower their home heating costs.

THE ISSUE


In 2007, Prime Minister Stephen Harper launched the ecoENERGY Home Retrofit Program with an initial investment of $160 million, as part of a comprehensive suite of ecoENERGY programs designed to encourage energy efficiency. The Home Retrofit Program helps Canadians save money through investments in energy saving technologies while contributing to a healthy environment and Canada's overall emission reduction targets.

After an overwhelmingly positive response to the program, the Harper Government invested an additional $585 million in the Home Retrofit Program through Canada's Economic Action Plan. In total since 2007, the Harper Government has invested $745 million in the Program. More than 500,000 Canadian households will reduce their energy costs and contribute to a healthier environment as a result.[1]


THE PLAN


A major element of achieving the Stephen Harper Government's commitment to emission reductions will be improving energy efficiency while investing in green technology. A Conservative Government believes that Canadians who want to conserve energy and save money on their bills deserve encouragement and support.

As outlined in the Next Phase of Canada's Economic Action Plan, a re-elected Stephen Harper Conservative Government will extend the Home Retrofit Program for another year, with an investment of $400 million in 2011-12.

By extending this program, Stephen Harper's Government will put up to $5,000 back into the pockets of Canadian homeowners who retrofit their homes. [2] Canadian families who retrofit their homes save an average of $500 on their energy costs.[3] Air sealing, installing low-flow toilets and replacing old heating and cooling systems with new energy efficient models are just a few examples of projects that homeowners can choose to improve the efficiency of their homes. The average grant is expected to yield reductions in energy use of over 20 per cent, and GHG reductions of approximately 3 tonnes per house.[4]

Encouraging Canadians to retrofit their homes for greater energy efficiency is good for the environment and great for the Canadian economy. It is expected that for every $1 invested by Stephen Harper's Government in the Home Retrofit Program, Canadian homeowners will invest approximately $10 in products and services to increase the energy efficiency of their homes.[5]

Other funding measures contained in the Next Phase of Canada's Economic Action Plan to reduce emissions include:

• $252 million over two years to support regulatory activities to address climate change and air quality.
• $86 million over two years to support clean energy regulatory actions, with a focus on energy efficiency.
• $48 million over two years to develop transportation sector regulation and next-generation clean transportation initiatives.
• $58 million over two years to support a number of programs aimed at helping Canadians adapt to a changing climate.
• $25 million over two years to advance Canada's engagement in international negotiations and support the Canada-United States Clean Energy Dialogue.


By opportunistically forcing an unnecessary election and opposing the Next Phase of Canada's Economic Action Plan, the Ignatieff-led Coalition chose to pursue their own political self-interest over the needs of Canadian families seeking to lower their home heating costs and contribute to a healthier environment. After calling on our Conservative Government to extend the Home Retrofit program, the Liberal-led Coalition demonstrated its real priorities by voting against it.


THE CHOICE


Canadians have a choice between Stephen Harper's low-tax plan to help Canadians invest in energy efficient homes, help Canadian families save money on energy costs and contribute to a healthier environment, or Michael Ignatieff's reckless Coalition with the NDP and Bloc Québécois, who chose to pursue their own political self-interest by forcing an unnecessary election instead of pursuing the needs of Canadian families.

Stephen Harper's approach will maintain Canada's economic advantage and protect and create jobs while achieving actual emissions reductions. Canadians have a clear choice between Mr. Ignatieff's high-tax agenda which will raise prices across the board - or Stephen Harper's Conservative low-tax approach to protecting the environment that also protects Canadian jobs.
